Because the two services are entirely separate systems. A Spotify URL points to Spotify's own copy of a recording, identified by a Spotify-specific ID. Apple Music has no way to read that ID, and neither company offers a way to translate a link into the other's format — so tapping a Spotify link on a device without Spotify just opens a web page or an app-store prompt.
