Because the two services are entirely separate systems. A Apple Music URL points to Apple Music's own copy of a recording, identified by a service-specific ID. Spotify has no way to read that ID, and neither company offers a way to translate a link into the other's format — so tapping a Apple Music link on a device without Apple Music just opens a web page or an app-store prompt.
